A 45-year-old man who was allegedly cutting locks off storage units caught the eye of a concerned citizen.
According to police, someone saw Kenneth Ballard using bolt cutters to cut the locks off of some storage units.
When police got on the scene, they found Ballard sitting in a car with bolt cutters and alleged stolen property.
Police say Ballard was uncooperative and refused to give his correct name and information.
Ballard was arrested for failure to identify himself and the property was seized pending a further investigation.
