The Winona City Council meets Thursday night to formally accept Stroud's resignation.
Officials in Winona, a town of about 600 people, have faced financial problems including money owed to a gas utility and late insurance payments for city workers. A town hall meeting in April drew residents who questioned why some bills were not promptly paid.
Winona is 90 miles southeast of Dallas.
