ABILENE, Texas -

Many people feel that Proposition 6 is the most urgent on the Texas constitutional ballot this year.

It would create two new funds in Texas that would benefit water development projects.

It also would authorize a one-time $2-billion investment from the states rainy day fund to assist in financing water projects.

State Sen. Troy Fraser stopped in Abilene Thursday to urge voters to pass Prop 6 during the Tuesday, Nov. 5, election.

Fraser said it's good government, and good public policy to move money from a savings account to loan it to cities that will pay it back with interest.

The water development funds would help Abilene borrow money at favorable rates for the Cedar Ridge Reservoir project it hopes to build in the next 10 to 15 years,
